It don't need much wind force to spin.

Approx Ø190 - Height 168mm - Bore Ø5,6

There are much ways out there to scale it if you want!

Very easy printable! 

Vase mode with 15x 0,2mm bottom layers

Line width 0,45-0,5 

You need to print 2 Parts => Bottom & Top, then glue the parts together.
