Sonic in a Halloween Costume.

What is the costume?  Got me.  I think he is supposed to be dracula in a top hat.

Added UV textures to mesh.

Sometimes these UV textures are so 8bit that the details… even when subdividing the model to 2million  tris  or more (before adding displacement)  still  end up looking jagged and roblox'ish.  The details in the UV map is key.  If you have flat surfaces in order to get UV details to carve you need to prep them by adding many simple subdivisions first (sometimes you need to knife the subdivisions by hand first..  Otherwise the displacement will be cattywampus.    I cleaned up his eyes and the jagged bits around the hat…
